Stage 1 – preparation of renovation and design decisions – 150 apartment associations (AA)
- In cooperation with the AA, the reconstruction needs of buildings are mapped.
- A written review will be prepared on the technical condition of the buildings and the requirement for reconstruction.
- Based on energy consumption data, energy labels are prepared for the associations.
- Initial tasks for the design are prepared for the buildings and the expected costs of the reconstruction calculated, taking into account the conditions of SA KredEx subsidies.
- The current and post-reconstruction amounts of payments to AA members are calculated.
- In cooperation with the AAs, preliminary loan conditions are requested from the banks.
- Standard contracts are prepared for the reconstruction of the buildings participating in the project: technical consultant service contract, design contract, construction contract and owner supervision contract.
Stage 2 – making renovation decisions – 50 apartment associations
- Training days are organized for the boards of apartment associations participating in the project.
- For the buildings, simulations are made using solar power plant design software including shadow analysis and cost-effectiveness calculations.
- Respective to the price offers for construction works based on the construction design, financial calculations and cost-effectiveness analyses are updated. .
Stage 3 – signing of construction contracts for renovation – 25 apartment associations
- Based on the results of construction procurements, financial calculations and profitability analyses are updated.
- The AA boards are advised and supported with the aim of conclusion of construction contracts.
- A guide will be prepared and trainings will be organized for the apartment associations and technical consultants participating in the project on the topic of construction quality monitoring.
